Contractor couple withdraws cooperation in flood control project probe

Contractors Pacifico “Curlee” Discaya and Cezarah Rowena “Sarah” Discaya have backed out of cooperating with the Independent Commission for Infrastructure (ICI) in its ongoing investigation into anomalous flood control projects, ICI Executive Director Brian Keith Hosaka said last week.

“Basically, they (the Discayas) explained that they thought their cooperation with the ICI would earn them a favorable recommendation as state witnesses,” Hosaka told reporters in a press briefing. “They are now saying they will no longer appear before the commission and cooperate.”

While the couple continues to attend hearings before the Department of Justice (DOJ) when required, Hosaka noted that they have yet to provide critical information that could aid the prosecution.

The Discayas have also failed to return portions of the money earned from the questioned contracts — a non-negotiable condition for individuals seeking consideration as state witnesses.

Recently, the DOJ filed separate tax evasion charges against the couple in connection with their involvement in the allegedly anomalous flood control projects.
