A P4-billion waste-to-energy facility will soon rise in New Clark City, Capas, Tarlac, under a deal between the Bases Conversion and Development Authority (BCDA) and Indian engineering firm Uttamenergy Limited.
The 12-megawatt plant, set for completion within two years, will process 600 metric tons of waste daily—including bottom and fly ash—generating electricity for about 10,000 households. It is also expected to create 300 jobs during construction and 100 permanent positions once operations begin within three years.
The project will occupy a 4-hectare site, with room to expand by another 6 hectares. It will operate under a 25-year lease, renewable for the same period.
“This investment delivers direct national value and reinforces our transition to clean energy, supports modern waste management for cities, and brings high-impact foreign capital into one of the Philippines’ most strategic growth areas,” said BCDA President and CEO Joshua Bingcang.
The signing took place after President Ferdinand R. Marcos Jr.’s five-day state visit to India from Aug. 4 to 8.
