The Philippine National Police (PNP) is preparing for the possible nationwide massive rallies, dubbed “Trillion Peso March” organized by church groups and civil societies scheduled on Nov. 30.”
Acting PNP chief Lt. Gen. Jose Melencio Nartatez Jr. said the recent two-day peaceful prayer rally by the Iglesia Ni Cristo (INC) at the Quirino Grandstand serves as blueprint for the Nov. 30 security plan.
“This Trillion Peso March is our focus. We have enough personnel and equipment to ensure the order and safety of all citizens,” Nartatez said. He added close coordination with local government units and organizers is ongoing.
“The successful security implementation during the recent rallies, particularly at the Quirino Grandstand, was another good experience that boosted the operational capability of the PNP in handling large assemblies. With the cooperation of the organizers and participants, we are confident of ensuring the safety of the people as they exercise their democratic rights,” he said.
Nartatez said potential threats include crowd congestion, road accidents and lawless behavior like the violent protest at Ayala Bridge and Mendiola in Manila last Sept. 21.
He said, “We learned a lot from the recent rally, and we are applying those lessons. Our personnel are ready and alert. We are ready for the Trillion Peso March. Our approach is clear — maximum tolerance for those peacefully exercising their rights, and zero tolerance for any form of violence or unlawful activity. We urge participants to follow instructions from our personnel, respect fellow participants, and help us maintain a safe and orderly environment.”
The PNP said motorists and surrounding cities are advised to expect heavier traffic and to use alternative routes.
Meanwhile, the Department of the Interior and Local Government ensured protecting the citizens’ right to organize, assemble peacefully and express their views as enshrined in the Constitution, but participants should be aware of legal boundaries set by sedition laws.
The DILG said in a statement: “Ensuring that citizens can speak and gather freely, while upholding the laws that guard against unlawful destabilization, is essential to a functioning democracy.”
