RAY Batch 3 of Yolanda rehabilitation projects set

A total of P737.94 million has been released for the rehabilitation of an additional 621 key government facilities in Yolanda-affected areas in Regions IV-B, V, VII and VIII, according to the Department of the Interior and Local Government (DILG). 

DILG Secretary Mel Senen Sarmiento said this is the third and latest batch of post-Yolanda rehabilitation projects being undertaken by the DILG under its Recovery Assistance on Yolanda (RAY) project.

“Dahil patapos na ang pagsasaayos ng mga pasilidad sa ilalim ng RAY Batch 1 at 2, uumpisahan na natin ang panibagong batch ng mga projects para tuloy-tuloy na ang pagbangon ng mga local government units (LGUs) na nasalanta ng bagyong Yolanda,” Sarmiento said.

He said RAY Batch 3 covers the rehabilitation and reconstruction of water supply systems, drainage systems, transport terminals, and halls of justice in Yolanda-hit provinces, as well as municipal and barangay facilities which were not funded under the first and second batches.

The DILG Secretary said the Department of Budget and Management (DBM) has recently released the Special Allotment Release Order (SARO) for RAY Batch 3.

The RAY Project provides support and assistance to local government units (LGUs) most affected by super typhoon Yolanda (Haiyan). These LGUs are in the provinces of Palawan, Masbate, Aklan, Antique, Capiz, Iloilo, Negros Occidental, Cebu, Biliran, Eastern Samar, Leyte and Samar.

The first batch of RAY projects is already 95% complete with a total of 301 out of the 309 partially-damaged municipal facilities that are now rehabilitated as of January 20, 2016.

RAY Batch 2 is at 44 percent weighted overall completion rate, with 662 of the 3,626 barangay facilities (barangay halls, day care centers, civic centers) that are now rehabilitated. The remaining 1,044 barangay facilities are on-going rehabilitation, 1,366 are under procurement and the remaining 554 in the pre-procurement stage.
