The Semiconductor and Electronics Industry Advisory Council (SEIAC), chaired by the Office of the Special Assistant to the President for Investment and Economic Affairs (OSAPIEA), has mapped out a five-year action plan to build a skilled workforce and strengthen the country’s position in the global semiconductor and electronics industry.
The plan was presented during the council’s second meeting, where discussions focused on creating a strong school-to-industry pipeline through collaboration among the Department of Education (DepEd), Commission on Higher Education (CHED), Technical Education and Skills Development Authority (TESDA), and industry stakeholders.
Proposals include flexible learning pathways, ladderized programs, and micro-credentials designed to equip Filipinos with high-value technical skills that match global industry standards.
“Investing in our people is the most critical component of building a resilient and globally competitive semiconductor industry,” OSAPIEA Undersecretary Angel Ignacio said, speaking on behalf of Secretary Frederick Go.
Beyond talent development, SEIAC also outlined initiatives to improve the investment climate, including the creation of world-class Strategic Economic Zones. A pilot project at New Clark City is underway, backed by an infrastructure audit to address gaps in power, water, and logistics.
The council is likewise working to streamline regulations, enhance ease of doing business, and strengthen the country’s presence in international markets. A key move will be the Philippines’ participation in SEMICON Europa 2025, a premier European trade platform for semiconductor and electronics innovation.
By diversifying export destinations and tapping Europe’s growing demand for alternative suppliers amid geopolitical shifts, SEIAC aims to reduce reliance on traditional markets while positioning the Philippines as a competitive hub for manufacturing and innovation.
The council said it will continue refining its action plan before final adoption to ensure alignment among government agencies and industry partners.
