Elevated road linking QC to Bulacan to be built by MPTC, SMC

President Ferdinand Marcos Jr. announced that Metro Pacific Tollways Corp. (MPTC) under Manuel V. Pangilinan (MVP) plans to construct a P120-billion elevated expressway connecting Balintawak in Quezon City to Bocaue, Bulacan

The President revealed the new tollway project during the recent opening of the North Luzon Expressway (NLEX) C5 Northlink in Valenzuela City.

MPTC is partnering with San Miguel Corp. for the new expressway project to be built on top of the existing highway.

The elevated tollway is expected to improve the flow of traffic in NLEX.

The Chief Executive said, “And the experience—the traveling experience—for our commuters will be different once that is completed.”

He said MPTC continues to enhance its services in the NLEX, which it operates, through new expansion projects, including the new NLEX-C5 Northlink Segment 8.2 Section 1A.

The two-kilometer road will reduce travel time from Quirino Highway in Quezon City to NLEX Mindanao Toll Plaza in Valenzuela City from 40 minutes to just five minutes, benefitting 11,000 motorists daily.

Marcos announced that motorists can use the new road toll-free until the end of the year.

Government earlier insisted for MPTC to open the road ahead of schedule in time for Undas 2026 exodus.

The President also inspected the construction of the Valenzuela station of the Metro Manila Subway Project which is already 90% complete.

“That is why our construction efforts (for the subway) continue—to make our transport system more efficient and improved, helping our workers avoid unnecessary hardships, become more productive, and stop wasting time in the traffic we currently experience,” said Marcos.

The NLEX-C5 Northlink is a public-private partnership (PPP) road project, with the Toll Regulatory Board (TRB) as government grantor and NLEX Corp., a subsidiary of Metro Pacific Tollways Corp., as private concessionaire.
