The Emerging “F4” of the Marcos Administration

Agriculture Secretary Francisco Tiu Laurel Jr. continues to anchor government efforts on improving food security and supporting Filipino farmers and fisherfolk. His department’s initiatives recognize that agricultural productivity remains fundamental not only to rural livelihoods but also to controlling food prices and strengthening national economic resilience.

Education Secretary Sonny Angara brings years of legislative and policy experience into one of government’s most demanding agencies. His leadership has focused on improving learning outcomes, supporting teachers, expanding school infrastructure, and preparing students for an increasingly technology-driven economy—objectives widely viewed as essential to the country’s long-term competitiveness.

Meanwhile, Cabinet Secretary Benhur Abalos has been tasked by President Ferdinand Marcos Jr. with strengthening coordination among government agencies and ensuring that national programs are implemented more efficiently across departments and local governments. His role underscores an often-overlooked reality: effective governance depends as much on coordination as on policy design.
