The Commission on Elections (Comelec) on Friday announced that the registration of overseas voters for the 2028 national and local elections will reopen on December 1, 2025, and run until September 30, 2027.
In a social media advisory, the poll body said all qualified Filipinos abroad may apply, provided they are at least 18 years old on election day and not otherwise disqualified by law.
Applications will cover new registration, transfer of records, reactivation, change of name or address, correction of entries, inclusion or reinstatement, and certification.
Applicants are required to present a valid Philippine passport, a certification from the post, or an approved order for retention/reacquisition of Filipino citizenship. Seafarers may present a photocopy of their Seafarer’s Identification Record Book.
Overseas Filipinos may file their applications at Philippine embassies or consulates, designated registration centers abroad, the Comelec Office for Overseas Voting in Manila, or local field registration sites in the Philippines during office hours.
The last overseas voter registration period ran from December 9, 2022, to September 30, 2024.
Comelec data showed around 1.24 million registered overseas voters participated in the May 2025 polls.
