The Department of Public Works and Highways (DPWH) has formed a design and build committee and a technical working group to do the preparations for the tender of the P27-billion Philippine International Exhibition Center (PIEC) project.
DPWH Secretary Manuel Bonoan said the two groups would assist the special bids and awards committee (SBAC) in undertaking the procurement or selection of the project contractor under a design and build scheme.
The DPWH has identified the 265-hectare Pasay Harbor City newly reclaimed island on Manila Bay as the site of the proposed flagship meetings, incentives, conferences, and exhibitions project of the Marcos administration.
It presented the PIEC project to the Government Procurement Policy Board (GPPB) as a flagship infrastructure initiative that would serve as a premier venue for international exhibitions and conventions, promoting trade and economic development in the region
Bonoan said the committee would assist the SBAC in the preparation of the conceptual design and performance specifications and parameters, review of detailed engineering design, and supervision of the project.
The committee is also tasked to support the SBAC and technical working group in the evaluation of technical proposals following the criteria set in the bidding documents.
The DPWH has secured the approval of the GPPB to use a special “customized” set of documents to bid out the design and build contract for the project, which has an ambitious term of just three years.
