The Department of Public Works and Highways (DPWH) has dismissed Henry Alcantara, former head of the Bulacan 1st District Engineering Office, after finding him guilty of involvement in anomalous flood control projects in the province.
In a statement Friday, DPWH Secretary Vivencio Dizon said Alcantara was held liable for disloyalty to the Republic and the Filipino people, grave misconduct, gross neglect of duty, and conduct prejudicial to the best interest of the service under the 2025 Rules on Administrative Cases in the Civil Service.
“This is a warning to DPWH officials and staff responsible for ghost and substandard projects. As the President said, we will not let the corrupt in government go unaccounted for,” Dizon stressed.
Aside from his dismissal, Alcantara may also face criminal charges. Dizon said his office would recommend the filing of cases against the former official and other individuals involved “to achieve justice for their embezzlement of public funds.”
The DPWH chief earlier identified three more officials from the Bulacan 1st District Engineering Office who may soon be charged—former Assistant District Engineer Brice Ericson Hernandez, Construction Section Chief Engineer Jaypee Mendoza, and Accountant III Juanito Mendoza.
