The National Development Company (NDC) has officially concluded a long-standing land transaction with the Toll Regulatory Board (TRB), receiving the final tranche of payment for a 1.3-hectare portion of its Pandacan property that was utilized for the Metro Manila Skyway Stage 3 (MMSS3) project.
In a statement released last week, NDC said the second and final payment was completed on April 30, 2025, with NDC General Manager Saturnino Mejia and TRB Executive Director Alvin Carullo leading the formal turnover. This marks the end of a negotiation process that began in 2018.
“This completed transaction comes seven years after negotiations started in 2018,” Mejia said. “The lengthy process resulted in a sale that reflects the market value of commercial properties in the Pandacan area.”
The acquired property is part of a five-hectare parcel owned by NDC in Pandacan, Manila. The land serves a critical function in the MMSS3 project, a vital elevated expressway intended to ease Metro Manila’s chronic traffic congestion.
“The conclusion of this transaction between NDC and TRB forms part of the strategic infrastructure project of the national government,” Mejia added.
Due to the Skyway’s construction, the once-unbroken NDC property was divided into three irregularly shaped lots. The land transfer was formalized through two separate Deeds of Absolute Sale—one covering the main expressway alignment and another addressing the interconnection structure.
As the state’s investment arm, NDC plays a central role in supporting national development through asset management, strategic project implementation, and capital investments aligned with the government’s long-term economic goals.
