6 Metro LGUs resume NCAP implementation

Six local government units in Metro Manila will resume implementing the No Contact Apprehension Policy (NCAP) today following the lifting of the temporary restraining order that had suspended the system.

The participating LGUs are San Juan, Quezon City, Manila, Parañaque, Muntinlupa and Valenzuela.

Metro Manila Council President and San Juan Mayor Francis Zamora said the LGU-led NCAP will focus on secondary and other roads that are not covered by the Metropolitan Manila Development Authority (MMDA).

He said the local programs will complement the MMDA’s existing NCAP operations and avoid duplication in areas where MMDA cameras are already installed.

“Ang NCAP po ng MMDA ay hindi naman po Metro Manila wide, so meron pong MMDA-controlled and monitored roads kung saan naka-set up po ang kanilang mga cameras but it doesn’t mean lahat ng mga main roads sa Metro Manila,” Zamora said.

“For instance, dito po sa San Juan kung saan po naka-set up ang cameras ng MMDA, ‘yun naman po ang mga lugar na di namin nilagyan para hindi na magkaroon ng duplication,” he added.

Under the system, cameras will record the license plates of vehicles committing traffic violations. The Land Transportation Office will then provide the registered owner’s information to the concerned LGU, which will mail the Notice of Violation to the vehicle’s registered address.

“Through this information, susulatan po sila ng LGU’s, naka-indicate po ‘yung traffic violation na ginawa and photo dun nakalagay ano ‘yung naging traffic violation. ‘Yan ay papadala sa inyong tahanan base sa registration ng sasakyan,” Zamora said.

Motorists who receive a notice will have 10 working days to contest the violation if they believe the apprehension was incorrect. They will also have the option to pay the corresponding fines online.

“Once matanggap po ninyo, you have 10 working days to contest if you feel na mali ang pagkakahuli sayo. May option ka rin to pay your fines online,” he said.

Zamora said the program is intended to promote discipline among motorists, which could help reduce traffic congestion and improve road safety.

“Kung alam nila na kahit walang physical na traffic enforcer na nagbabantay, kung alam nilang may mga cameras na nagbabantay skanila, susunod po sila sa batas trapiko. Kung lahat disiplinado at lahat sumusunod sa batas trapiko then makakabawas po ‘yan sa traffic,” he said.

At the same time, Zamora warned motorists against fake NCAP notices being sent through digital channels.

He said legitimate Notices of Violation will not be sent through text messages or email.

“’Pag kayo po ay makatanggap ng text o email o anumang communication digitally patungkol sa supposed traffic violation, gusto ko pong sabihin sa inyo na wag niyo po itong papaniwalanaan dahil there’s no such Notice of Violation that will be sent through text or through email,” he said.
