The Metropolitan Manila Development Authority (MMDA) and the Government Service Insurance System (GSIS) have solidified a partnership aimed at addressing critical urban traffic issues through the expanded use of GSIS properties.
The agreement was signed on December 18 by GSIS President and General Manager Wick Veloso and MMDA Chairman Romando Artes, with MMDA General Manager Procopio Lipana as witness.
Key provisions of the agreement include the continued use of the GSIS Julia Vargas site in Pasig City as the MMDA Motorcycle Riding Academy, which aims to promote road safety through comprehensive rider education. The site will also temporarily house MMDA personnel affected by ongoing office construction to ensure uninterrupted operations.
Meanwhile, the GSIS
Tumana property in Marikina will be transformed into a strategic hub for MMDA’s traffic management initiatives, including vehicle impounding and traffic enforcement activities.
In his statement, Veloso highlighted the evolution of the partnership, which began in 2015 as a straightforward property arrangement.
“What started as a basic agreement has become a prime example of what government agencies can accomplish through collaboration,” he said.
Veloso further emphasized that the renewed partnership provides a blueprint for more efficient urban governance.
“This is about rethinking how the government can work smarter and make a greater impact on public service,” he said.
He also pointed out that the initiative aligns with the Marcos administration’s whole-of-government approach, which encourages agencies to collaborate, optimize resources, and deliver meaningful results.
“Kapag nagkakapit-bisig ang mga ahensya, tayo ay mas malakas (When agencies are working hand-in-hand, we are stronger),” Veloso said.
