For years, the Pantawid Pamilyang Pilipino Program (4Ps) has been a key pillar in the government’s fight against poverty, offering conditional cash transfers to improve access to health and education. But as the conversation around poverty alleviation evolves, so too must the country’s approach to social protection.
Responding to the growing call for more sustainable and empowering interventions, Northern Samar 2nd District Representative Edwin Marino Ongchuan has filed House Bill No. 604, which seeks to redefine the 4Ps by placing livelihood and skills training at its core.
“Government support must not end with cash—it must evolve into capability,” Ongchuan stressed. His proposed amendment to Republic Act No. 11310 mandates that 4Ps beneficiaries complete at least two accredited livelihood or skills training programs, ensuring that families are not just recipients of aid but empowered contributors to the economy.
“This shift is especially relevant in provinces like Northern Samar,” Ongchuan explained, “where agriculture and aquaculture hold vast but underutilized potential. Many families have access to land and water, but not the tools, knowledge, or market access to transform these into income.”
Under HB 604, a former beneficiary who once relied solely on monthly grants could eventually operate a productive fish cage or grow and sell organic vegetables at the local market, equipped with training, tools, and support networks.
The bill envisions strong partnerships with agencies such as TESDA, DTI, DA, DoST, and local government units to connect families to practical and sustainable livelihood opportunities. Ongchuan noted that this complements ongoing provincial efforts in Northern Samar to promote micro-enterprises and cooperatives in agriculture, fishery, and ecotourism.
“This is not about taking away support,” Ongchuan emphasized. “It’s about transforming it—keeping the heart of the 4Ps intact while redefining the relationship between the state and its people: from passive dependence to active partnership.”
