The Armed Forces of the Philippines (AFP) on Thursday rejected allegations that AFP Chief of Staff Gen. Romeo Brawner Jr. violated the Philippine Military Academy (PMA) Honor Code and received some ₱15 billion for supposed “ghost projects,” branding the claims as false and part of a continuing disinformation campaign against the military.
In a statement, the AFP cautioned the public against the renewed circulation of an old media post from November 2025 that has resurfaced online.
“The AFP warns the public against a resurfaced media post from November 2025 that is being circulated again to spread false and misleading claims against AFP chief of staff Gen. Romeo Brawner Jr. These allegations are baseless and form part of a continuing disinformation effort aimed at undermining the integrity of the AFP and its leadership,” it said.
The military also denied claims that Brawner violated the PMA Honor Code, stressing that there is no factual basis for such accusations.
“Claims that Gen. Brawner violated the PMA Honor Code are baseless as no complaint, investigation, or finding exists to support the allegation,” the AFP said, adding that “it is a fabricated narrative intended to malign the reputation of a senior military officer.”
The AFP further categorically denied reports that Brawner received ₱15 billion from Leyte 1st District Rep. Martin Romualdez for alleged “ghost projects.”
“The amount being cited pertains to the TIKAS (Tatag ng Imprastraktura para sa Kapayaan at Seguridad) infrastructure program, which is planned, budgeted and implemented exclusively by the Department of Public Works and Highways. The AFP has no role in handling or managing these funds,” it said.
The military urged the public to be cautious of what it described as “recycled and misleading narratives” and to rely only on official and credible sources of information.
“The Armed Forces remain firmly committed to transparency, accountability, and integrity in the performance of its constitutional duty,” the AFP said.
