BSP, Comelec secure election source codes

The Bangko Sentral ng Pilipinas (BSP) and the Commission on Elections (Comelec) have signed an agreement for the safekeeping of the Final Trusted Build Source Codes for the May 12 national and local elections, in compliance with the Automated Elections System Act. 

The signing and deposit in escrow took place at the BSP Head Office in Manila, led by Comelec Chairperson George Erwin Garcia and BSP officer in charge Elmore Capule, with key officials and representatives from election watchdogs and the media serving as witnesses.

The deposited source codes cover the Automated Counting Machine (ACM), Consolidation and Canvassing System (CCS), Election Management System (EMS), Secure Electronic Transmission System (SETS), and Online Voting and Counting System (OVCS), all critical components of the Automated Elections System. 

These codes, stored in digital media devices after undergoing international certification and local source code review, ensure the accuracy, transparency, and auditability of the electronic election processes, including vote counting, consolidation, canvassing, and transmission of results.

The BSP continues to safeguard the integrity of past elections, with source codes from the 2010 to 2022 national and local elections remaining securely stored in its vaults.

Meanwhile, the BSP has issued Memorandum No. 2025-006, reminding BSP-supervised financial institutions (BSFIs) to strengthen their monitoring measures against vote-buying, vote-selling, and abuse of state resources ahead of the elections.
