The Bangko Sentral ng Pilipinas (BSP) has reminded Philippine companies and government entities planning to secure foreign loans to submit their Foreign Borrowings Plan (FBP) for the fourth quarter of 2026 and full-year 2027 on or before Sept. 30.
The requirement covers resident entities intending to obtain medium- and long-term foreign loans or borrowings from non-residents, including those planning offshore debt issuances or onshore debt instruments payable in foreign currency.
The BSP said the submission, required under the amended Manual of Regulations on Foreign Exchange Transactions, enables the central bank to assess the country’s foreign funding requirements and ensure that external borrowings remain consistent with the economy’s debt-servicing capacity.
The central bank said the standard reporting form, Annex D.3 of the FX Manual, is available for download through the BSP website.
Completed FBPs should be submitted to the BSP’s International Operations Department through the designated email addresses for public and private sector borrowers or through the agency’s official online submission portal.
The BSP assured respondents that all information submitted will be treated with strict confidentiality and used solely for internal purposes in accordance with the New Central Bank Act, as amended.
