The Special Action and Intelligence Committee for Transportation (DOTr-SAICT), through its Special Operations Group (SOG), conducted an anti-colorum operation across different locations in Cavite and Laguna, focusing on unauthorized transport services, ensuring compliance with transport regulations, and promoting road safety.
The surprise operation resulted in five Temporary Operators Permit (TOPs) issued for eight violations, including – one case of driving without a valid driver’s license, two cases where drivers and passengers failed to use seat belts, and five cases of vehicles operating as ‘colorum’ or unauthorized public transport, flouting the regulations set to ensure safety and legality on the roads.
The crackdown led to four of the vehicles getting impounded, including a HiAce van in Talaba, Cavite for openly operating as a for-hire vehicle without the necessary LTFRB authority, ferrying passengers from Molino to Baclaran for P100 each.
In Imus, Cavite, a Nissan Urvan, designated for UV Express, was caught not only running an unauthorized route but also being driven without a valid license, charging passengers P100 each from Pasay to Pala Pala.
Another Nissan Urvan, registered as private, was nabbed in Greenfield, Biñan, Laguna, for carrying 11 passengers at 460 pesos from Pavillon Mall La Salle without proper authorization.
Lastly, a Toyota HiAce in Biñan, Laguna, was apprehended for similar unauthorized for-hire operations and for the additional violation of not wearing prescribed seat belts, transporting passengers to Sta. Rosa, Laguna.
Also, a tourist bus in Bacoor, Cavite, faced a technical impoundment. This vehicle was found operating as a shuttle without the requisite LTFRB permissions, and its occupants were also not adhering to seat belt regulations. As a result, the bus’ plates were confiscated.
One of the apprehended vans was discovered to be operated by a husband and wife who claimed to be both employees of the Metropolitan Manila Development Authority (MMDA), adding a layer of complexity to the operation and highlighting the need for accountability even among public servants who are supposed to uphold the law. Their involvement raises questions about the integrity of oversight within public institutions and the misuse of positions for personal gain.
“We are resolute in our efforts to maintain order and safety within our transportation systems. This operation not only targets those who undermine public safety but also serves as a reminder to all transport operators, including those within our ranks, to adhere strictly to the regulations set by the Land Transportation and Regulatory Board (LTFRB),” stated SOG Head Rayson Dela Torre.
The impounded vehicles are at LTO East Ave., Diliman, Quezon City, pending further legal actions. This operation underscores DOTr-SAICT’s commitment to regulating and standardizing public transport, ensuring that all vehicles operate legally and safely.
