GSIS gets slot at international bout on pension tech

State pension fund Government Service Insurance System (GSIS) was chosen as a finalist in the Technology Innovation Award at the 7th World Pension Summit held last November 10 at The Hague, Netherlands.

GSIS Officer-in-Charge SVP Nora Malubay-Saludares received the trophy and plaque of recognition during the awarding ceremonies.

The Innovation Award recognizes pension fund institutions that “are using innovation to drive their pensions forward through investment, design, innovation, participation, or any way that may help drive successful outcomes.”

Winners were selected from nominations that were considered “the best out-of-the-box thinkers and doers in the business.”

GSIS’s winning entry, the Electronic Billing and Collection System (eBCS), is a web-based application that allows the pension fund to send its billing statements for premiums and loan amortizations to government agencies electronically and accept payments online. Through eBCS, GSIS improved its posting and collection efficiency and reduced operational costs.

Remitting employees in government agencies that use eBCS download billing statements and upload electronic remittance files right in their offices, enabling them to save time and resources. The online application ensures the seamless and efficient posting of payments, resulting in accurate computation of members’ claims, loans, and other benefits at shorter processing periods.

eBCS first gained recognition as a finalist in the 4th International Best Practice Competition held at Novotel, Manila in November last year.

The competition was designed by the Centre for Organizational Excellence Research and hosted in the Philippines by the Development Academy of the Philippines. It encourages organizations to share their best operational and managerial practices, processes, systems, and initiatives , as well as learn from the experience of others.

Over the last two years, GSIS has received several recognition for good governance and outstanding service.

Last month, GSIS won the ADP Service Excellence Company of the Year Award given by Asia CEO, which recognizes the most accomplished management teams and leaders in Southeast Asia.

In 2015, GSIS was conferred the prestigious seal of Island of Good Governance by the Institute for Solidarity in Asia. The seal is accorded to public institutions that have transformed themselves through good governance.

In the same year, it also earned the International Organization for Standardization 9001:2008 certification for its quality management system on loan processing, which assured its members that GSIS provides world-class service in terms of loan processing.

For two years in a row (2014 and 2015), GSIS topped the Civil Service Commission’s Anti-Red Tape Act Report Card Survey among over 1,000 government offices, a marked improvement from its failed rating when the survey was initially conducted in 2012.
