US aids human rights groups vs. cybersecurity threats

The United States is funding a program to strengthen the cybersecurity defenses of Philippine human rights organizations, the US Embassy in Manila announced Friday.

Through the P16.8-million Cybersecurity for Human Rights in the Philippines (C4HR-PH) initiative, launched by the US Agency for International Development (USAID) and The Asia Foundation, more than 150 local organizations will receive tools and training over a 10-month period.

The program aims to equip groups with skills to counter cyber threats such as phishing, doxing, and other digital attacks. Cybersecurity experts will provide training on risk management, security assessments, phishing awareness, and implementing protocols like multi-factor authentication and data backups.

The initiative ensures human rights defenders can safeguard their data and continue advocacy work without fear of cyber interference.

“Now more than ever, civil society organizations are reliant on technology and the internet to operate and pursue our advocacies. We welcome this partnership as it helps us protect our members who are constantly online and vulnerable to cyberattacks,” said Sheila Formento, national coordinator of the Alternative Law Groups, a coalition offering legal services to marginalized communities.

The embassy noted that this project reflects the US commitment to empowering organizations that promote human rights and democracy.

“Cyber resilience is not just about protecting data. It is about ensuring that democracy defenders can continue their vital work without fear of digital interference,” said USAID Philippines Acting Mission Director Rebekah Eubanks.

Meanwhile, the Philippine government is also enhancing its cybersecurity capabilities.

On Dec. 11, the Department of National Defense (DND) held the 3rd Cybersecurity Exercise (CYBEX 2024) at Camp Aguinaldo, Quezon City, in collaboration with the Army Signal Regiment and the Cyber Battalion.

DND spokesperson Arsenio Andolong said the exercise aimed to improve cybersecurity skills and foster collaboration to counter emerging cyber threats. Participants tackled advanced challenges like digital forensics, cryptography, and artificial intelligence using a platform developed by the Philippine Army Cyber Battalion.

Andolong added that CYBEX 2024 underscores the DND’s commitment to building a cyber-resilient defense force.
