The Restaurant Owners of the Philippines (Resto PH) has denounced the rampant use of fake persons-with-disability (PWD) identification cards to unlawfully claim discounts at restaurants and other establishments.
In an Instagram statement, Resto PH President Eric Teng highlighted the “widespread abuse” of the PWD discount system, which he said places an unsustainable financial burden, especially on small, family-run restaurants.
Teng explained that the legally mandated 20 percent discount for PWD cardholders is shouldered entirely by businesses, not subsidized by the government.
“(The abuse) is now putting a serious strain on restaurants and other businesses. Many people don’t realize that it’s not the government covering the 20 percent discount—it’s the businesses themselves. Every fraudulent discount comes directly out of a restaurant’s pocket, cutting into already thin margins,” Teng noted.
Resto PH emphasized that the misuse of fake PWD cards not only affects small establishments but can also determine their survival.
“This isn’t just about lost revenue; it affects employees, food quality, and even menu prices for honest customers,” the group stated.
Teng called for fairness, stressing that the PWD discount should benefit those who genuinely need it and not serve as a loophole for dishonest individuals.
“If you care about the restaurants you love, help protect them—say no to fake PWD cards,” he concluded.
