SC upholds Senate subpoena for ex-Bamban mayor in POGO probe

The Supreme Court has upheld the Senate’s subpoena compelling former Bamban, Tarlac mayor Alice Guo to appear before its inquiry into illegal Philippine Offshore Gaming Operators (POGO) activities.

In a decision made public Friday, the SC En Banc junked Guo’s petition challenging the summons and seeking to stop the Senate Committee on Women, Children, Family Relations, and Gender Equality from inviting her as a resource person.

Guo, who skipped two hearings, was earlier cited in contempt and ordered arrested. She claimed the inquiry violated her rights to due process, privacy, and security, but the court ruled that the Senate acted within its constitutional authority and followed proper procedures.

The SC stressed that public officials have limited privacy expectations when their actions touch on official duties or matters of national interest.

Senator Risa Hontiveros hailed the ruling, saying it bolsters the Senate’s drive to uncover illegal POGO operations and strengthens the case for a total ban.
