LTO clarifies rules on aftermarket mufflers

The Land Transportation Office (LTO) clarified last week that vehicles with aftermarket mufflers passing a noise test at a Private Motor Vehicle Inspection Center (PMVIC) can still be apprehended if they violate other regulations.

In a statement, the agency said PMVIC inspections only measure noise compliance, not the legality of aftermarket mufflers. Sound level testing, with a limit of 99 decibels, is mandatory during vehicle inspections.

“A motorcycle that passes the decibel test may still be subject to apprehension if its muffler has been modified or replaced with an unapproved aftermarket version,” the LTO said.

Enforcers from the LTO and the Philippine National Police – Highway Patrol Group (PNP-HPG) may apprehend motorists with non-compliant aftermarket parts. Motorcycle owners may be required to present valid documentation—such as a Certificate of Road Safety issued by manufacturers or assemblers—proving the modification meets LTO regulations and Philippine National Standards.

Applicable rules include DOTr Department Orders 2010-32 and 2023-008 and Republic Act 4136 (Land Transportation and Traffic Code).

“The LTO reminds all motorcycle owners that aftermarket parts and accessories must comply with manufacturer specifications and LTO modification policies. Proper documentation should be readily available at all times to avoid inconvenience during roadside inspections,” the statement said.

The advisory comes amid concerns over the LTO’s crackdown on modified motorcycles. In Central Visayas alone (LTO-7), 192 motorcycles were impounded from January to February 2026.

Other unauthorized modifications include altering vehicle color or making changes not aligned with the manufacturer’s specifications.
