The Department of Justice (DOJ) on Thursday said it is continuing to build a case against individuals who may have helped Sen. Ronald “Bato” Dela Rosa allegedly evade arrest after he appeared at a Senate session on May 13 despite an arrest warrant issued by the International Criminal Court (ICC).
Justice Undersecretary Ian Norman Dato said a panel of prosecutors has already conducted an ocular inspection of the Senate premises as part of the ongoing investigation.
“The panel constituted to do the investigation conducted an ocular inspection of the Senate premises on June 30, 2026. The panel has likewise formally requested relevant documentary evidence, including CCTV footage and other materials necessary for the investigation,” Dato said during a press conference.
He added that investigators are determining whether other individuals could be held liable for allegedly facilitating Dela Rosa’s escape.
“Case build-up is continuing, including the determination of the liability, if any, of individuals who may have facilitated the escape of Senator Ronald M. dela Rosa,” Dato said.
The DOJ also said the Philippine National Police-Criminal Investigation and Detection Group (CIDG) has yet to refile the obstruction of justice complaint involving those allegedly linked to Dela Rosa’s escape.
The department noted that the PNP may choose to refile the complaint against Sen. Robin Padilla, who had earlier been accused of helping Dela Rosa avoid arrest.
Dato explained that the original complaint was returned to the CIDG in accordance with Department Circular No. 20, which requires prosecutors and law enforcement agencies to work closely in strengthening evidence before charges are formally filed in court.
He said the collaborative process is intended to ensure that any case eventually filed is supported by sufficient documentary and testimonial evidence.
