ICI recommends graft raps vs. former DPWH officials

The Independent Commission for Infrastructure (ICI) has recommended the filing of graft and other criminal charges against several former officials of the Department of Public Works and Highways (DPWH) in connection with a ₱72-million ghost flood control project in Bulacan.

In its interim report, the ICI identified former DPWH secretary Manuel Bonoan, undersecretaries Roberto Bernardo and Maria Catalina Cabral, and other officials as respondents for alleged violations of multiple offenses, including grave misconduct, gross dishonesty, and conduct prejudicial to the best interest of the service, as provided under the Code of Conduct and Ethical Standards for Public Officials and Employees.

The commission said the findings point to possible administrative and criminal liabilities, recommending that the Office of the Ombudsman pursue formal charges against the former DPWH executives.

Also recommended for prosecution are former DPWH engineers Henry Alcantara and Brice Hernandez; Eumir Villanueva, owner of Topnotch Catalyst Builders Inc.; and five other individuals allegedly involved in the anomalous project.

The group faces potential charges of malversation, falsification of documents, and violations of the Anti-Graft and Corrupt Practices Act, Presidential Decree No. 1759, and the Government Procurement Reform Act.

The ICI said its investigation into the controversial Bulacan flood control project remains ongoing, as it continues to gather more evidence and testimonies to determine the full extent of accountability. TRACY CABRERA
