In support of President Ferdinand “Bongbong” Marcos Jr.’s digitalization agenda, Kabankalan City has officially rolled out its P11.8-million Barangay Information Network System (BINS), a pioneering initiative aimed at modernizing service delivery in all 32 barangays.
The launch was held during the Tingug Sang Barangay seminar, themed “Strengthening Community Engagement Through Barangay Information Officers.” The event highlighted the city’s commitment to empowering grassroots leaders and enhancing citizen participation.
“This is another innovation by the city government to modernize public service and bring digital solutions closer to the people,” said Mayor Benjie Miranda. “Each barangay will receive complete digital kits—computers, printers, webcams, ring lights, laminators, and more—to help improve local governance and frontline services.”
A key feature of the BINS project is its integration with a Gender and Development (GAD) Database, developed by brand consultant Jasper Inocencio, who also conducted a hands-on training for barangay secretaries, treasurers, bookkeepers, and Sangguniang Kabataan (SK) chairpersons.
The session focused on data encoding, ID printing, and the use of newly issued digital equipment.
To boost communication at the barangay level, a journalism and news writing workshop was also conducted for designated barangay information officers.
Mayor Miranda emphasized that the BINS initiative represents a major stride in making local governance more transparent, efficient, and technology-driven.
