Maynilad franchise review sought over water cuts

A lawmaker has called for a review of Maynilad Water Services Inc.’s franchise following recurring water interruptions in Las Piñas and neighboring cities, raising questions about the company’s compliance with its service obligations.

Rep. Mark Santos of Las Piñas said Maynilad’s 25-year franchise under Republic Act No. 11600 requires it to provide water and sewerage services efficiently and satisfactorily, including maintaining a reliable water supply.

Speaking at a House Committee on Public Works and Highways hearing Wednesday, Santos urged lawmakers to examine the company’s capital expenditures and how its investments are being used to address recurring service disruptions.

He said the House Committee on Legislative Franchises should consider whether Maynilad’s franchise remains justified if the company continues to fail its obligations, particularly in Las Piñas, Muntinlupa and Parañaque.

Maynilad Vice President for Corporate Affairs and Communication Anette De Ocampo denied that the company was cutting spending to boost profits, saying it was investing billions of pesos in plant upgrades and other improvements.

De Ocampo acknowledged, however, that water interruptions could persist in December if the National Water Resources Board further reduces water allocations for the Metropolitan Waterworks and Sewerage System (MWSS) amid a forecast strong El Niño.

Santos said the company had previously assured him that interruptions would be eliminated by December.

De Ocampo said Maynilad hoped to avoid further disruptions but could be forced to implement them if allocations were reduced to conserve supplies through the summer of 2027.

The House inquiry stemmed from House Resolution 864, filed by Santos to investigate recurring water supply interruptions in Las Piñas, which falls within Maynilad’s service area.
