Over 100k voting machines delivered to Comelec warehouse

The Commission on Elections (Comelec) has received all 110,620 automated counting machines for the May 2025 midterm elections, marking a significant milestone in election preparations.

Ken Cho, Vice President of Miru Systems, confirmed that the final batch of 9,860 machines, along with their hard cases, power cords, and adapters, has been successfully delivered to the Comelec warehouse in Biñan, Laguna.

“As an experienced election provider, we understand the importance of meeting government deadlines. We’re proud to complete the delivery of these new, more advanced machines and remain committed to working closely with Comelec as they undergo rigorous quality control and security tests,” Cho said.

Miru Systems also provided an additional 600 machines as a contingency at no extra cost. Cho highlighted that the delivery was completed one month ahead of the Philippine government’s mandated timeline, ensuring ample time for testing and preparation.

Comelec Chairman George Garcia, who was present to inspect the final delivery, expressed his gratitude. “We thank Miru Systems for making our work easier with their early delivery. The benefit of an early delivery is that we can conduct hardware assessment tests earlier,” Garcia said.

All machines and related equipment are currently undergoing hardware acceptance tests at the Comelec warehouse, with a random five percent of the machines being stress-tested. According to Miru Systems, no machines have been rejected so far.

The software to be used for the elections is also undergoing a thorough source code review by industry professionals and stakeholders, and will soon be subject to international certification.

With all machines now in the country, Comelec has begun training election board members from all regions on operating and securing the machines. Additionally, the Comelec will hold roadshows and mock elections from December 2, 2024, to January 30, 2025, as part of a voter education program to introduce the new machines to the public.

“We’re excited to roll out the new machines across the regions to ensure that all Filipinos can have confidence in the security and efficiency of the upcoming elections,” Cho said.
