PCW reaffirms zero tolerance for sexual harassment in Manila Council row

The Philippine Commission on Women (PCW) has reaffirmed its zero-tolerance policy on sexual harassment following reports that a member of the Manila City Council allegedly harassed a fellow councilor during a regular session of the Sangguniang Panlungsod.

In a statement, the PCW expressed deep concern over the incident and reminded all public officials that sexual harassment and other gender-based offenses have no place in government institutions. It stressed that such acts are especially reprehensible when committed by elected officials, as they violate not only women’s rights but also the ethical standards expected of public servants.

Councilor Eunice Castro accused Councilor Ryan Ponce of multiple acts of harassment, including inappropriate remarks about her clothing and unsolicited text messages with sexual undertones. Ponce has since apologized, saying he did not intend to offend.

Manila Vice Mayor Chi Atienza said the matter has been referred to the City Council’s Committee on Ethics for investigation, assuring that the local government supports a fair and transparent process.

The PCW emphasized that proven cases of sexual harassment involving public officials may constitute grave administrative offenses, punishable by suspension, dismissal, or other sanctions, in addition to possible criminal liability.

Under Republic Act No. 11313, or the Safe Spaces Act, all forms of gender-based sexual harassment in workplaces, schools, and government offices—such as unwelcome remarks, gestures, or advances that demean, intimidate, or objectify women—are punishable by law. Such conduct also violates Republic Act No. 6713, or the Code of Conduct and Ethical Standards for Public Officials and Employees, which mandates respect, professionalism, and integrity in public service.

The Civil Service Commission has likewise classified any form of harassment, whether between colleagues or subordinates, as a grave administrative offense.

The PCW urged the local government of Manila to ensure that the allegations are addressed promptly, impartially, and in accordance with due process, underscoring the need to maintain safe and respectful workplaces in all levels of government.
