The Public–Private Partnership Center of the Philippines (PPP Center) is calling for expressions of interest (EOI) from eligible consultants to prequalify to the Panel of Project Preparation and Transaction Advisory Consultants, Probity Advisors and Independent Consultants of firms to be retained on a non-committal basis.
Financing of the consultants selected from the panel for a specific assignment will be through the Project Development and Monitoring Facility administered by the PPP Center and co-financed by the Australian government through the Asian Development Bank (ADB).
At the request of the Philippine government, the ADB provided technical assistance to strengthen the enabling environment for PPPs by way of policy and regulatory framework improvement and capacity-building of the government institutions involved in PPPs; establish long-term financing and risk-guarantee mechanisms; and help develop a robust pipeline of bankable PPP projects.
This technical assistance helps develop this pipeline of projects through the provision of financial support for the Project Development and Monitoring Facility (PDMF).
The PPP Center, the implementing agency for the PDMF component of the technical assistance, intends to establish a new Panel of Project Preparation and Transaction Support Consultants to have access to a large pool of experts from highly reputable consulting firms.
The scope of services of a consultant involves the provision of project preparation and transaction support services for a PPP project .
The PPP Center invites eligible national and international consulting firms from ADB member-countries to submit EOI to be part of the panel, to be retained until July 31, 2016, without commitment.
The PPP Center has requested ADB to extend the assistance. If this request is approved, the Indefinite delivery contracts (IDC) to be signed with pre-qualified firms may be extended accordingly.
Existing panel members are also invited to submit EOIs, notwithstanding that their current IDCs remain effective July 31. Should the current panel members submit EOI and are deemed prequalified, their current IDCs shall be amended if the prequalification process will be completed before July 31.
But if the prequalification process will not be completed before that date, their IDCs shall expire that day, and new IDCs shall be signed with the PPP Center.
On the other hand, for current panel members who will not submit EOI or will not be prequalified, their respective IDC shall expire in July and no new IDCs shall be signed.
For this purpose, all call-down assignment contracts signed prior to the effective termination date of IDC on July 31 shall remain valid and in full force and effect, in accordance with the terms and conditions of the said contracts.
