Operators and driver-members of the Pandacan Transport Services and Multipurpose Cooperative (PTSMPC) proudly testifies that the Public Transport Modernization Program (PTMP) of the Department of Transportation (DOTr) improved their lives – by replacing the old boundary system for the security of weekly salaries and multiple social benefits – manifesting the program’s aim of professionalizing the transport sector.
DOTr Secretary Giovanni Lopez said, “The President’s directive is to modernize public transport. We are grateful to those who embraced the program and became cooperatives. Now our operators and drivers have benefits.”
PTSMPC chairman Edmundo Cadavona added that lives of cooperative members vastly improved since they became part of the PTMP.
The cooperative started with 30 units, expanding to 105 modernized jeepneys, until operators and drives now number 170.
“Our drivers are now salary-based, with complete benefits. They have SSS, PhilHealth, Pag-IBIG, 13th month pay. Then, in excess of eight hours, they have overtime pay. On holidays, when they go to work, they also get double pay,” said Pandacan Transport Cooperative Chairman Cadavona.
For driver Ernesto Silva Jr., the program gave a significant financial boost. He no longer struggles with the daily uncertainties of driving and now enjoys more quality time with his family.
“To be honest, our lifestyle is much more relaxed now,” Ernesto shared. “The work has become easier because we no longer have to race through traffic just to hit a daily target,” he added.
Meanwhile, operator Victoriano Ortiz is grateful for the program which provided financial stability needed to put his children through school.
“Before, I was just a driver working for someone else. Now, I am an owner,” Victoriano shared. “I started with one unit, then grew to two, and eventually four. That income put my children through school. Thank God, they have all successfully graduated. I am very grateful to the President for this opportunity.”
DOTr reopened application for the consolidation or merger of operators and drivers to form a cooperative or corporation accredited by the Land Transportation Franchising and Regulatory Board. Application period will end March 2027.
