BBM signs EBET Framework Act into law to address jobs mismatch

President Ferdinand R. Marcos Jr. signed the Enterprise-Based Education and Training (EBET) Framework Act into law on Thursday, seeking to address persistent job mismatches and cultivate a highly skilled, globally competitive Filipino workforce.

“By establishing a framework on career advancement and industry-relevant skills, this law directly addresses the issues on the lack of formal training and skill mismatches, ensuring that every Filipino can contribute and benefit from our nation’s growth,” President Marcos said during the ceremonial signing at Malacañan Palace.

The EBET law will make skills training more accessible and aligned with industry demands, equipping Filipino workers with the tools they need to succeed. “By opening pathways to professional growth, employment opportunities, and entrepreneurship, we are answering the call for quality employment and fostering a globally competitive workforce,” the President added.

The President highlighted the law’s emphasis on collaboration with the private sector, stressing its importance in aligning training programs with real-world industry needs. “The private sector will play a crucial role in ensuring that our workforce is properly equipped with the right skills to meet the demands of the industry,” he said.

President Marcos expressed optimism that the EBET law would positively impact the country’s employment rates, which he noted had already improved over the past three months.

The EBET Framework Act unifies various approaches to skills development, including apprenticeship, leadership, and the dual training system, under a comprehensive, inclusive structure. The program will focus on foundational and mid-level skills, offering participants practical training aimed at securing employment within six months.

President Marcos affirmed that the EBET Framework Act would establish a solid foundation for a workforce that is adaptable, skilled, and prepared to thrive in a rapidly evolving global landscape.
