Border Betrayal

Allegations of corruption against Bureau of Immigration (BI) Commissioner Joel Anthony Viado have once again thrown a spotlight on the festering rot within one of the country’s most sensitive frontline agencies.

While the accusations remain under investigation, the gravity of the claims — involving bribery, protection rackets, and alleged complicity in illegal immigration activities — demands immediate and transparent action from the highest levels of government.

If proven true, these revelations would mean that the very person tasked with safeguarding our borders has instead betrayed the public trust, potentially enabling the movement of human traffickers, fugitives, and undocumented foreign nationals.

The implications are chilling. Corruption at this level is not just an internal agency problem — it is a direct threat to national security and the rule of law.

What makes these accusations even more troubling is that they follow a long line of similar scandals that have plagued the Bureau of Immigration for years.

From the “pastillas” bribery scheme exposed in 2020 to recurring reports of immigration officers turning a blind eye in exchange for cash, the BI has become emblematic of how deeply embedded corruption can be in our institutions.

Commissioner Viado’s appointment was initially seen as a fresh start — a chance to restore public confidence and institutional integrity.

But if these allegations hold water, it will show that no meaningful change has taken root and that syndicates continue to operate with impunity, protected by high-ranking officials.

Justice Secretary Jesus Crispin Remulla and President Ferdinand Marcos Jr. must respond swiftly and decisively.

There must be an independent investigation into the allegations against Viado, with full public transparency and without political shielding. If wrongdoing is established, removal from office is only the first step. Prosecution and lifetime disqualification from public service must follow.

But more importantly, this cannot end with just one official being made a scapegoat. The entire agency must undergo a top-to-bottom review, with strict anti-corruption safeguards and technological upgrades to limit human discretion in border processing. It is time to sever the longstanding ties between immigration officers and criminal syndicates, no matter how politically inconvenient.

Our borders are not for sale. The integrity of the BI is not a luxury; it is a necessity. If we continue to tolerate corruption at the gates of our nation, we risk opening the floodgates to lawlessness.

Let this be the last betrayal. Let the clean-up begin — and this time, let it be real.
