COBRA turnover seen as breakthrough for Phl defense self-reliance

The turnover of the locally developed Controller Operated Battle-Ready Armament (COBRA) system from the Department of Science and Technology (DoST) to the Department of National Defense (DND) is a major stride toward a more self-reliant and capable Philippine military.

Civic leader Dr. Jose Antonio Goitia, chairman emeritus of several cause-oriented groups—including ABKD, PADER, LIPI and the FDNY Movement—hailed the development as proof of a government mindset that values innovation, inter-agency collaboration and national readiness. He credited President Ferdinand “Bongbong” Marcos Jr.’s steady leadership and emphasis on defense modernization for enabling this milestone.

“The strength of a nation does not rest on what it buys, but on what it builds. Capability is sovereignty,” Goitia stressed, noting that the DOST–Metals Industry Research and Development Center engineered the COBRA system to carry a .50-caliber weapon on multiple platforms, giving the Philippine Army greater operational versatility.

He added that the country’s historic dependence on foreign defense assets has hampered its ability to respond to fast-changing security challenges—something COBRA seeks to change. Goitia said the initiative reflects an administration that empowers institutions to develop homegrown solutions aligned with national interests.

“Innovation becomes meaningful when it strengthens the nation’s ability to defend its people. By building our own capabilities, we move closer to a future where we can design, deploy, and maintain our own defense systems,” he said.

Goitia concluded that equipping the Armed Forces with locally made technology boosts confidence within the ranks and reassures the public of the country’s readiness to modernize.

“COBRA is more than hardware. It embodies renewed belief in Filipino capability and a clear commitment to a stronger, more self-reliant defense posture. Progress is not imported—it is built,” he said. TRACY CABRERA
