DOTr rolls out accessibility guidelines for railways

The Department of Transportation (DOTr) will implement the Accessible Travel Policy (ATP) across all railway operations nationwide to ensure safe, inclusive, and user-friendly services for all passengers.

Acting Transportation Secretary Giovanni Lopez said the move aligns with President Ferdinand R. Marcos Jr.’s push for a transport system that caters to the needs of persons with disabilities (PWDs), senior citizens, and pregnant passengers.

“Makakaasa po ang ating mga kababayan, lalong-lalo na ang mga PWD, senior citizen at mga buntis ng mas mabilis at komportableng pagbiyahe,” Lopez said, emphasizing faster and more comfortable travel for vulnerable groups.

Under Department Order No. 2025-024, railway operators are required to provide staff training on disability awareness and gender sensitivity, assist passengers with wheelchairs, designate help points, and ensure accessible information through clear audio and visual announcements. Feedback channels and regular accessibility audits are also mandated.

Existing railway providers must prepare transition and compliance plans to implement these measures over the coming years. The ATP guidelines will also be integrated into major projects such as the North-South Commuter Railway (NSCR) and the Metro Manila Subway Project (MMSP).

“With the ATP Guidelines, railway operators for the first time are formally guided to ensure that services are accessible and responsive to the diverse needs of the passengers,” Lopez said.
