New Air Force chief to push for integrated air defense system

Newly appointed Philippine Air Force (PAF) commander Lt. Gen. Arthur Cordura has pledged to spearhead the successful implementation of an integrated air defense system during his tenure, emphasizing a mission-focused and values-driven approach.

“Under my term, I intend to pursue a command thrust that focuses on the mission essential task and clearly defines the imperatives for a successful implementation of an integrated air defense system,” Cordura said during the change-of-command ceremony at Villamor Air Base in Pasay City last week.

Cordura, a member of the Philippine Military Academy Class of 1990 and a graduate of the PAF Flying School, succeeds Lt. Gen. Stephen Parreño, who retired after 37 years of service.

An integrated air defense system, as defined by military experts, includes the structure, equipment, personnel, procedures, and weapons necessary to counter airborne threats to a nation’s territory.

Cordura outlined his vision for a “Focused Philippine Air Force,” which he described as a call for retrospection, action, and the development of a learning organization. This thrust aligns with the administration’s “Bagong Pilipinas” initiative and supports the Armed Forces of the Philippines’ (AFP) Comprehensive Archipelagic Defense Concept (CADC).

“This is a command thrust consistent with the ‘Bagong Pilipinas’ call for genuine and inclusive development and transformation, and it will support the CADC in developing the AFP’s capabilities,” Cordura stated.

He explained that the PAF’s focus would facilitate its transition to full territorial defense operations, addressing CADC imperatives for force projection and air interdiction. The PAF will also work to integrate advanced technologies, particularly in the cyber domain, while preparing its personnel for current and future challenges.

Cordura emphasized the importance of mission-oriented efforts that promote interoperability, jointness, and excellence in combined operations. He highlighted the need to regulate non-essential tasks to ensure uninterrupted development of warfighting capabilities, in line with the National Military Strategy, Defense Planning Guidance 2024, and the Philippine Air Force Flight Plan 2040.

“We must ensure compliance with the General Security of Military Information Agreement and adhere to frameworks that enhance our capabilities to synchronize air power and establish a near-ideal integrated air defense system,” he said.

Cordura also stressed the importance of capability-driven planning, ensuring that the PAF operates safely and effectively while adhering to the defense system of management framework.

“Our project management teams must identify, procure, and sustain platforms in compliance with new legal frameworks, ensuring that the air service remains responsive, reliable, and effective,” he added.

As he takes the helm of the PAF, Cordura reaffirmed his commitment to building a forward-looking, capability-driven organization capable of defending the nation’s airspace and supporting the broader goals of the AFP.
