The Department of Science and Technology–Philippine Textile Research Institute (DOST-PTRI) and the Department of Foreign Affairs–Office of Cultural Diplomacy (DFA-OCD) have signed a memorandum of understanding to boost the global profile of Philippine textiles.
DOST-PTRI Director Julius Leaño Jr. and DFA-OCD acting head Arlene Magno formalized the partnership, which seeks to promote “Telang Pinoy” as both a technological innovation and a key expression of cultural heritage.
Under the agreement, the agencies will share expertise, information, and resources for joint initiatives highlighting local textile technologies such as Philippine Tropical Fabrics, handwoven textiles, natural fibers and dyes, and Philippine silk.
Planned activities include exhibitions, showcases, and advocacy campaigns at embassies, foreign missions, and international cultural events. Capacity-building programs, workshops, training sessions, and knowledge exchanges for cultural officers, designers, and other stakeholders are also part of the collaboration.
The agencies will develop multimedia content, promotional materials, and curated narratives to showcase the traditions, innovations, and cultural significance of Philippine textiles. They also aim to create Philippine-branded products such as souvenirs, décor, and formal wear for diplomatic and state events.
The partnership is designed to strengthen cultural diplomacy, expand opportunities for local weaving communities, and enhance the international competitiveness of Philippine textiles and the broader creative industries sector.
