Phl exporters brace for new US packaging rules amid growth hopes

Despite concerns over potential challenges under a Trump 2.0 administration, the country’s largest group of exporters remains “hopeful” about achieving growth this year. However, their primary concern lies in the looming changes to US packaging regulations.

According to Philippine Exporters Confederation Incorporated (PhilExport) president Sergio Ortiz-Luis Jr., exporters are preparing to comply with Washington’s proposed requirement for front-of-package nutrition labels on goods entering the US, despite the additional costs this may entail.

“This latest regulation will (trigger) add(itional) costs for local producers . . . It will be another expense. (Our exporters) will need to exhaust their existing printed materials and will need to produce new ones,” Ortiz-Luis Jr. explained.

“We will wait for the final advisory. It’s a good thing that exporters have the time to prepare,” he added.

A Department of Trade and Industry (DTI) advisory states that the US Food and Drug Administration (FDA) is proposing a front-of-package nutrition labeling rule.

“If approved, the rule would require the inclusion of a standardized ‘nutrition info box’ on the front of most food packages, complementing the existing nutrition facts label,” the DTI noted.

The proposed Nutrition Info Box aims to provide consumers—particularly those with limited nutrition knowledge—with simplified, at-a-glance information. It would categorize levels of saturated fat, sodium, and added sugar as ‘low,’ ‘medium,’ or ‘high.’

The DTI further highlighted that this approach aligns with federal dietary recommendations that promote limiting these nutrients for a balanced and nutrient-dense diet.

Given the potential impact on product packaging and compliance strategies, Philippine food exporters and prospective exporters targeting the US market are advised to closely monitor developments regarding the proposed rule.
