Marcos advocates scientific innovation for better disaster response

President Ferdinand R. Marcos Jr. on Friday urged government agencies and local governments to collaborate on science-driven innovations for a “more effective” disaster response system.

Speaking at the 24th Gawad KALASAG National Awarding Ceremony at the Philippine International Convention Center, Marcos emphasized the need for continuous improvement in disaster risk reduction and management (DRRM) strategies, given the evolving challenges faced by the country.

“It includes our individual obligation to follow proactive, vigilant, and adaptable strategies for our own and our communities’ safety,” he said.

Marcos tasked the National Disaster Risk Reduction and Management Council (NDRRMC), other agencies, and local government units to devise sustainable, future-ready, and science-based disaster response solutions guided by the “Build Back Better” framework for recovery and rehabilitation.

He highlighted the Philippines’ vulnerability to natural disasters, including typhoons and seismic activities, worsened by climate change. 

“The Philippines has frequently been visited by typhoons, exacerbated now by climate change, and is situated in the Pacific Ring of Fire… These compel us to establish a culture of preparedness and institutionalize DRRM practices across all sectors,” he said.

During the event, Marcos recognized individuals and institutions for their exceptional contributions to disaster resilience. 

He commended Rafael Valencia for his initiatives, including the creation of 911 On Call Incorporated, the Ang Pailaw at Pabahay Program for reconstructing homes in underserved areas, and mobile vaccination drives for remote communities.

The President also lauded students John Niño Suarez and Emer Jhune Donaire for their bravery in rescuing a drowning victim despite lacking formal water rescue training.

“The increasing frequency and intensity of hazardous events have provided us with insights that have shaped our approach and saved many lives,” Marcos said.

He called on Filipinos to support communities affected by recent calamities, urging them to extend aid and prayers during the holiday season.

Gawad KALASAG, organized by the NDRRMC and the Office of Civil Defense, honors stakeholders who advance disaster risk reduction, climate change adaptation, and humanitarian programs. This year’s awards also recognized public offices, schools, and private establishments for their contributions.
