Phl bags $6-B ADB financing boost in 2025

The Philippines secured over $6 billion in financing and co-financing support from the Asian Development Bank last year, underscoring continued multilateral backing for key infrastructure, social protection, and resilience programs.

According to the ADB’s Annual Report 2025 released Thursday, the country received $4.1 billion in loans and grants from the Manila-based lender, alongside $2.6 billion in co-financing arrangements.

Major allocations included $1.45 billion for the Malolos–Clark Railway Project (Tranche 2), $500 million for the Business and Employment Recovery Program, and $381.5 million for the Insurance Reform Program. Another $500 million was released for the Disaster Resilience Improvement Program.

The funding also covered $400 million for food security initiatives using electronic vouchers, $483.6 million for a marine ecosystems and blue economy program, and nearly $389 million for a technology-driven business environment strengthening project.

Across Asia and the Pacific, the ADB committed $29.3 billion from its own resources in 2025, marking a 20 percent increase from the previous year.

ADB President Masato Kanda said the scale of assistance reflects the institution’s expanding role in regional development.

“In 2025, ADB delivered unprecedented levels of support, with a 20% increase over 2024 and expected impacts of more than 3.3 million jobs and benefit to over 180 million people,” Kanda said.

He added that the bank is now focusing on faster and larger-scale delivery of projects to meet the region’s growing development needs.
