PAG-IBIG Fund has partnered with Rockwell Land Corporation to make the developer’s residential properties more accessible to qualified Filipino homebuyers through affordable housing loans and special incentives.
During the ceremonial signing of a memorandum of understanding (MOU) last week, Pag-IBIG Fund CEO Marilene C. Acosta said the partnership aims to bring homeownership within reach of more Filipino families.
“Under our agreement, Rockwell will identify residential projects… and housing units that may be offered to qualified Pag-IBIG members,” said Acosta, noting that it includes existing inventory and ready-for-occupancy properties along with “special pricing and other developer incentives.”
Pag-IBIG Fund, meanwhile, will provide affordable housing financing, loan counseling and assistance, as well as collaborate with Rockwell on housing fairs, information campaigns and home-matching activities.
Acosta highlighted the agency’s housing loan ceiling of P10 million and promotional interest rates of 4.5 percent and 5.75 percent per annum.
“We also offer promotional housing loan rates of 4.5 and 5.75 percent per annum, both fixed for the first three years depending on the loan amount in applicable guidelines,” Acosta shared.
“Kaya ang dating pangarap lamang na magkaroon ng sariling bahay sa Rockwell, mas abot-kamay na ngayon sa tulong ng Pag-IBIG Fund,” she added.
Rockwell Land Chairman and CEO Nestor J. Padilla welcomed the partnership, saying it would give the developer an opportunity to reach more customers through Pag-IBIG’s housing loan programs.
Rockwell Land is also set to participate in the Second National Housing Expo 2026 this week at the SMX Convention Center.
On the other hand, Pag-IBIG Fund and the Bases Conversion and Development Authority (BCDA) are working to build new homes in New Clark City.
Under their partnership, the agencies will pursue housing and other development opportunities on identified BCDA properties. The partnership is initially prioritizing a 10-hectare property in Bamban, Tarlac, and a 4-hectare property in Capas, Tarlac, which will host a government center “and other complementary developments.”
Pag-IBIG said the housing project is for workers in New Clark City, allowing them to own affordable homes close to their workplaces.
The township developments will also include commercial and recreational spaces, allowing homeowners “a more convenient and balanced way of life” and access to essential services.
Acosta said the partnership considers how a home’s location affects workers’ daily lives.
“This gives us an opportunity to build homes closer to workplaces and make it possible for our members to walk to work, helping them spend less on transportation, avoid long commutes and enjoy a better balance between work and home,” adding. “Beyond homeownership, we want our housing efforts to ease our members’ daily expenses and give them more time with their families,” she explained.
“Making homeownership more accessible means bringing together affordable financing and quality homes in locations that meet Filipino workers’ needs,” she added.
BCDA president and chief executive officer Joshua Bingcang, meanwhile, said the partnership will make sure its properties are put to productive use, and that development keeps pace with the needs of the people.
Pag-IBIG said that aside from New Clark City, similar projects are also being eyed in Camp John Hay in Baguio, Morong Discovery Park in Morong, Bataan, and the Poro Point Freeport Zone in San Fernando, La Union.
Pag-IBIG has so far partnered with housing developers Amaia, Avida, SM Development Corp, Filinvest, and Robinsons Land to build more affordable homes for Filipinos.
